I highly recommend Gustaf Anders in Costa Mesa.  They are a top notch
restaurant serving swedish food and the food is wonderful.  And, they
are extremely pet friendly.  Gustaf brings his giant schnauzer, Mia,
to work with him everyday.  Mia can be found either upstairs in the
office or on the patio.

FYI,
if you are looking for reasonably priced hotel rooms that are
pet friendly, try Vagabond Inns, all over the west coast area.
